UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a new study of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a high proportion of authorities attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to increase council taxes next April to cover the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both improved services and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week also found local finances being strained by the growing number of children and adults requiring Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
